Stearns Dam is a fish barrier project and part of the CRWC's Connecting Waters Program for the lower Crooked River. Connecting Waters started in 2007 with 12 barriers identified. As of 2014, there are four sites left to address relative to fish passage needs. Not every site will be a dam removal. In fact, most sites have been addressed by adding ladders or fish by-pass channels, such as the case at Peoples and Crooked River Central irrigation districts projects.
